A new methodology for continuous development of customs capabilities across EU
The CMGU Diagnostic methodology has been developed to assess and strengthen the operational capability of Mobile Customs Units. Its purpose is not to audit or inspect, but to identify strengths, share good practices, and support the continuous development of customs operational capabilities across the European Union. By promoting a common understanding of effective customs controls while respecting national operational models, this initiative contributes to stronger and more harmonized customs cooperation.
๐ During the pilot, the Diagnostic Team evaluated seven key operational areas:
โ
Training
โ
Customs Controls
โ
Equipment
โ
Cooperation
โ
Risk Management
โ
Safety
โ
Information & Reporting
๐ The visit combined operational observations, professional discussions, and structured analysis using the newly developed diagnostic methodology. At the same time, it provided an excellent opportunity to validate the assessment tool and reporting model while gathering valuable experience for the further development of the CMGU Diagnostic framework.

๐ค We would like to express our sincere appreciation to ๐ฉ๐ช German Customs (Bundeszollverwaltung) and the Mobile Control Unit in Frankfurt (Oder) for their outstanding cooperation, openness, and professionalism throughout the visit. Their commitment played a key role in the success of this pilot mission, and demonstrates the value of close cooperation between customs administrations across the EU.

๐ The successful completion of this pilot marks an important milestone in the development of the EUCAB CMGU Diagnostic concept and provides a strong foundation for future Diagnostic Visits across EU Member Statesโsupporting stronger operational capability, enhanced cooperation, and a safer European Union.
