From April 8 to 9, 2026, EUCAB experts were hosted by the Italian Customs and Monopolies Agency (ADM) in Milan for a meeting on strengthening customs cooperation to tackle e commerce related threats.

    Between the Lombardy Regional Directorate and Milan Malpensa Airport, experts exchanged on regulatory developments and operational approaches to deal with this unique challenge for customs authorities in terms of volumes, complexity, and fiscal and non-fiscal risks.

    ADM shared good practices on e-commerce risk analysis, with a focus on targeting models and innovative control technologies such as tomographic scanners. The programme also included a presentation of procedural simplifications implementer under the agreement between the ADM and the Italian Association of International Air Couriers.

    The ADM reiterated its commitment to European customs cooperation as a key element in strengthening the protection of the EU’s external borders and in promoting a coordinated approach to the management of postal and air flows related to e-commerce.

    The rapid growth of e-commerce continues to pose significant challenges for customs authorities, due to the high volume of consignments and the associated fiscal risks, such as undervaluation, as well as non-fiscal risks. Counterfeiting is one example within a broader and evolving range of illicit activities, which can undermine public revenues, distort competition and negatively affect businesses and consumers.
